Hello Ian . I did a bit of googling and found a community forum for phpBB Software and this thread on how those with moderator permission can create a sticky. It may be of some help. I tried to add it to the end of your thread but for some odd reason it kept telling me it failed to connect to the server , hence a new thread. Computers have a mind of their own at times.
